The wait is over. Instagram is now part of the Windows 10 Platform!

“The app is believed to be a direct port from the iOS app using Facebook’s own native cross-platform tools, and is therefore pretty fully featured.” – mspoweruser.com
Of course you will need to download it from the Windows Store on your phone because its not a universal app yet.
